2 balls, 3 balls 4 balls,whats the answer????

This weekend we started the medals as per last year with 3 balls only from 1st tee off till 10.30 then 4 balls are permitted, there were a few 2 balls after 10.30 which in normal cases would mean slow play for these groups and unfortunatley thats what happens, players should make as much as is possilbe efforts to make up at least 3 balls to help this situation or it can be done by the office on the mornings of competitions but means players will not get the time they request every time, 2 balls have no right to ask to go through every group as they catch them up almost impossible anyway as they will be delayed at some point , a bit of common sense should prevail why not check the start sheet the night before and move your booking or as i said call the office or we just move 2 balls into 3s or 4s..
